Who is responsible for plumbing issues?

The simplest way to determine who is responsible for a plumbing issue is to first determine what plumbing would exist on a vacant lot.  The plumbing that is in place on a vacant lot is the responsibility of the landlord.  Any plumbing from the ground up is the responsibility of the tenant.  Any plumbing issues located inside the home, or in the piping running from the home to the ground is the responsibility of the tenant.  If you pay anyone other than Universal Utilities for your water and/or sewer, the outdoor plumbing may be the responsibility of your water/sewer provider.  Contact your community manager for details.  Please note that tenants are responsible for maintaining their water meters heat tape and insulation.  Water meter damage caused by freezing will be the responsibility of the tenant..
